This independent analysis of MADANI partners’ policy advocacy strategies is based on a review of existing documents and field visits. The study finds that MADANI has been successful in helping CSOs shift towards inside-track advocacy strategies as opposed to outside-track confrontational activism, providing government with evidence collected through community surveys and social accountability tools. The study also identifies that those partners that built the relationships with the government carefully and with clear plans were more successful at achieving government-supported scale-up of their efforts. The analysis suggested that taking time to learn and improve the existing pilot programs and then communicating the impact to the LG in a more comprehensive manner has shown to be more effective than simply attempting to convince local governments to immediately adopt and scale up the model.
