City of Tangerang Enacts Regulation Guaranteeing Inclusive Education for Children with Disabilities.
Children with disabilities and special needs are less likely to enrol in or complete primary and secondary education due to a lack of physical access, insufficient teacher training, and negative caregiver attitudes.
In late January 2022, the City of Tangerang (Province of Banten) enacted Local Regulation (PERDA) No. 3/2022 on the management and implementation of primary education, which includes a section guaranteeing access for children with disabilities. This achievement was the result of a multistakeholder effort by the USAID MADANI program through a collaborative governance approach, where local CSO partners participated in public hearings, planning consultations, and drafting the regulation. In addition, an advocacy campaign by the MADANI-supported CSO coalition effected the doubling of the city’s 2022 basic education budget compared to the previous year. This new budget includes funds to support people with disabilities that will benefit 63 primary and junior high schools across 13 sub-districts, affording children with disabilities the opportunity to receive an inclusive education in public schools.
