Knowledge Sharing on Civil Society Organizational Development

On May 9, 2023, USAID MADANI organized a Civil Society Knowledge Sharing Seminar in its office on the topic of “Organizational Performance Index (OPI) as a Tool for Organizational Capacity Assessment”.
The two-hour event featured presentations by speakers from the City of Bogor Kesbangpol, and MADANI CSO partners Metamorfosis from Bogor and Pimpinan Daerah ‘Aisyiyah from Serang.

Executive Summary

MADANI has applied the OPI organizational self-assessment tool throughout its 32 target districts. The two-hour event featured presentations by speakers from the City of Bogor Agency for National Unity and Politics (Kesbangpol), and MADANI CSO partners Metamorfosis from Bogor and Pimpinan Daerah ‘Aisyiyah from Serang. Twenty-seven participants joined in-person and 98 participated online, representing other donor agencies and projects, national ministries, local Kesbangpol offices, and an extended network of local CSOs. During the discussion and Q&A session, the speakers shared their in-depth knowledge and experience related to how they used the OPI for their work with MADANI and explored how the tool can be used more broadly to strengthen the capacity of CSOs in Indonesia. This knowledge-sharing event opened new doors among like-minded organizations to the possibility for more government institutions, CSOs, and other development partners to adopt or scale up use of the OPI.

According to the head of Kesbangpol Bogor, Dadang Sugiarta, Kesbangpol has adopted the idea of increasing CSOs’ contribution to help reach the regional development goals by improving trust towards the local CSOs. Since the start of their partnership with MADANI in late 2019, Bogor have also organized 10 CSO workshops. As a result, this has contributed to eliminate potential community conflicts, seen increased CSO participation in disaster relief, and improved the performance of the CSOs in their respective thematic areas. The Director of Metamorfosis, Sofia, said that they did their first self-assessment in 2020 and received very low scores, but could identify their capacity gaps and worked hard and saw a transformation. From obtaining the score of only 1 (“nascent”) in 2022, they have worked their way up until they reached the score of three (“mature”). This is the point where Metamorfosis replicated their success with the OPI and shared that knowledge with other CSOs. For Desty Ekaputri of PDA Serang, the OPI tool provided an effective way for the organization to re-evaluate itself. Despite established 30 years ago and being part of the national Muhammadiyah network, there were many things that PDA Serang needed to improve if they wanted to expand their focus on women empowerment to other thematic issues (i.e.: village funds, small government grants, and waste management). They did so by fixing the internal management of the organization in parallel working with external partners at the village and district level through a collaborative governance approach.
