Lebak District Government Adopts USAID-endorsed Self-Assessment Tool to Certify Civil Society Organizations

The District of Lebak (Banten) is in dire need of regulations that can help manage the more than 350 local civil society organizations (CSOs) registered in the district, as many lack the minimum organizational standards set by the 2013 Law on Social Organizations.

In February 2023, USAID MADANI partner PPSW organized a multistakeholder workshop to finalize the draft legislation on CSO governance. Based on that, on 3 April 2023, the Government of Lebak enacted a Head of Government Regulation (Peraturan Bupati) No.38/2023 on “Civil Society Organization Governance”. An important aspect of the regulation is the adoption of the USAID-endorsed Organizational Performance Index (OPI) self-assessment tool as a certification instrument for local CSOs. The regulation stipulates that a certification is needed for any CSOs seeking small self-managed procurement contracts from the Lebak government. The actions taken by the Lebak Government show local government’s increased awareness of the importance of collaborating with CSOs to achieve their regional development objectives.
