With approximately 600 organizations, the District of Jember is home to the most CSOs in East Java.

However, like many others, the Jember government does not have a clear understanding of their actual numbers, activities, or operational scale. Thus, in July 2022, MADANI’s provincial partner in East Java promoted a CSO data management system, which was developed by another CSO in Malang, to the 38 regional governments in East Java. In December 2022, the District of Jember adopted the database and launched a web-based application called J-MARS, which provides important information about local CSOs. The app collects CSO names, addresses, objectives, legal entities, and activities, among other data points. This information is crucial for CSOs to be eligible to receive public grants and access smaller government goods and services procurement contracts. In addition, the database will serve as a resource for district agencies and institutions, promoting collaboration between them and local CSOs and advancing development goals.
