Prior to this meeting, MADANI had hired a consultant to prepare a policy brief on civil society organizational development, based on the MADANI experience. The policy brief outlined four recommendations: (1) specify the role of civil society in national planning instruments, (2) create a mechanism to optimize the empowerment of CSOs, (3) improve the local role of the Agency of Politics and National Unity (Kesbangpol), and (4) encourage broader involvement of CSOs in sub-national public consultation forums (Forum Konsultasi Publik or FKP). The recommendations were well received at the meeting. The Ministry of State Administrative Reforms welcomed the opportunity to strengthen the role of CSOs in public services through the ongoing revision of the Law on Public Services. Further, the Ministry of Home Affairs plans to incorporate parts of the recommendations into a revision of the Ministerial Regulation on the Agency of Politics and National Unity, and the National Agency for Development Planning intends to strengthen the role of civil society in the draft 2025 – 2029 Medium-term Development Plan (RPJMN). Moving forward, MADANI staff will follow up with specific ministries on the relevant recommendation via one-on-one consultations.

On July 25, 2023, USAID MADANI organized a meeting with the four ministries that regulate civil society organizations in Indonesia: the Ministry of State Administrative Reforms (KemenPAN-RB), the Ministry of Home Affairs (Kemendagri), the National Agency for Development Planning (Bappenas), and the Ministry of Law and Human Rights (Kemenkumham).
